        Dom, there is no free £350m. This 'dividend' must be offset by totting up costs of Brexit. It's like a £100 train ride to collect a tenner.

        Full amount is £350m a week - after the Thatcher rebate it's £250m a week - of which about a third is spent back in the UK (e.g. Cornwall)

        We're net contributors, devolving that spend back to UK saves money, just as fiscal devolution does to say Manchester

        It's just hard to talk of devolving spending back to the UK when all of it and more is likely to be spent on costs of Brexit.
